With the start of the official heating season (November 1) Central Hudson would like to remind gas suppliers that only firm delivery point capacity Central Hudson released on Tennessee to Cedar Hill City Gate, and Columbia to Tuxedo City Gate will flow during the winter period. Deliveries exceeding the firm capacity released by Central Hudson should be directed to the Iroquois Pleasant Valley City Gate or the Algonquin Mahopac/Somers City Gate. |

A new link on the GTS hompage, 'Forgot your Password?', will allow users to request a password reset. Function will send user an email with a new temporary password. Upon logging in for the first time, the user will be required to create a new password and a security question. This question will be used to verify the user idenity the next time a password reset is required. ESCO cashout changes |
Central Hudson has made a tariff filing to reverse the temporary cashout changes which were implemented April 1, 2020. Beginning December 1st, 2020 the daily imbalance penalties for marketers delivering outside the 2% required delivery amount will no longer be waived and the over and under deliveries will be cashed out as follows:
Over-deliveries: the Index Price used to determine the applicable rate shall be equal to the monthly average of the daily “Midpoint” rate of the lower of “Millennium, East receipts” and “Tennessee, zone 4-300 leg" receipt points as published in Platt’s Gas Daily in the table “Daily Price Survey” under the Citygates heading, plus the Company’s weighted average cost of transportation and fuel losses.
Under-deliveries: the Index Price used to determine the applicable rate shall be equal to the monthly average of the daily “Midpoint” rate of the higher of “Algonquin, city-gates” and “Iroquois, zone 2" receipt points as published in Platt’s Gas Daily in the table “Daily Price Survey” under the Citygates heading.

Given the current structure and mechanics of Central Hudson’s Retail Access program, the Company anticipates these operational changes may result in over- and under-deliveries from the marketers serving aggregation customers. As a result, Central Hudson has put forward that effective April 1, 2020 and continuing until the date the Governor’s Executive Order is lifted, to temporarily 1) waive daily imbalance penalties for marketers delivering outside the 2% required delivery amount and 2) adjust the Index pricing applied to marketer over- and under-deliveries such that the average of the existing Index prices be used for both over- and under-deliveries.
Any Retail Access provider that seeks to change their delivery quantities for next day gas should coordinate the change with Energy Resources(gassupplygroup@cenhud.com) prior to 9 am Eastern Time.

Minisink Compressor Station (Mainline Outage): MOVE Program |
Millennium has advised Central Hudson that they will begin work to tie in the new Minisink Compressor Station on Wednesday March 6th and expects to complete the work on Sunday March 10 and resume normal operations on March 11th. This work activity will effect flows on Millennium and Columbia gas flows to Central Hudson's Tuxedo city-gate. Though Millennium and Columbia will do their best to minimize cuts in nominated gas, it is likely there will be cuts and they may be significant. Central Hudson advises Marketers to use the Tennessee long-haul capacity released to them during this period and avoid nominations to the Tuxedo Gate. Please update GTS as soon as possible for nominations beginning March 6th. Thank you for your cooperation. |

Subject: Reminder - Minisink Compressor Station (Mainline Outage): MOVE Program
Body: Millennium Pipeline Company (MPC) would like to remind shippers of the previously posted notice regarding the
Minisink Outage and MOVE Program.
The first deadline is Friday, February 15th. In order to participate in MOVE Program, interested shippers must
notify Millennium via email at mnguyen@nisource.com and must have an executed Master PALS agreement.

From March 6 to 10, Millennium Pipeline Company, LLC (Millennium) expects to be tying the Minisink Compressor
Station, located in Orange, County, NY, into the mainline system. As a result Millennium will be unable to make
physical deliveries from western supply points to any point east of Westtown during this time. To assist our FT-1
Shippers with primary delivery points east of Westtown during the outage Millennium is offering a voluntary opt-in
program called MOVE (Minisink Outage Volume Exchange), to arrange for physical deliveries to O&R, Central Hudson
and into Algonquin(Lambertville, Hanover, Mawah). The MOVE program is based on a Park and Loan scenario whereby
Millennium will loan the supplies to a shipper wishing to participate in the MOVE program (Participant) at zero cost to the
Participant and such Participant agrees to pay back the loaned supplies between March 15 and June 30, 2013 or any
other mutually agreed upon schedule.
A shipper wishing to become a valid Participant must meet the following requirements:
1) Be an FT-1 shipper with primary delivery points east of Westtown
2) By February 15, notify Millennium via email to mnguyen@nisource.com of Participant’s desire to participate in the
MOVE program
3) By February 15, execute a Master PALS agreement
4) By February 21, provide Millennium with an estimated daily volume and the preferred supply point for Participant’s
gas during the outage (MOVE Supply Point)
5) By February 28, be in compliance with all credit requirements for the PALS balance that Participant anticipates running
as part of the MOVE program
6) At least 2 days prior to the scheduled outage, provide Millennium with the specific required daily volume and the MOVE
Supply Point for the gas during the outage
7) Agree to accept the specified volumes on a firm basis for the duration of the outage, unless otherwise mutually agreed.
By February 18, Millennium anticipates being able to identify potential MOVE Supply Points, but anticipates that such points
will include at a minimum, Hanover, Ramapo, Mahwah and Lambertville (all on the Algonquin system). Millennium will use its
best efforts to accommodate all requested volumes, but cannot guarantee that it will be able to meet any of the requested

Millennium has advised Shippers that gas flows from west to east will be disrupted during early March to accommodate construction to tie in the new Minisink Compressor Station. This work will affect Columbia capacity released by Central Hudson to Marketers for the estimated five day duration (March 6-10) for this work. Millennium has a program (MOVE) to loan Shippers gas (including those moving Columbia gas on Millennium) during this period. Those wishing to participate must so advise Millennium and execute a PALS Agreement by February 15th. Absent participation in this program, Marketers will have to use other capacity released to them (TGP to Cedar Hill) or deliver required volumes to Central Hudson’s AGT or IRQ. Gate. Tennessee Zone 0 pool changes |
Effective Nov.1, 2009, Tenneesse Gas Pipeline has created a new zone 0 pooling point at Station 17 and will be called the Zone 0 South Pool (Meter #005345). The current zone 0 pool is at Station 40 and will now be called the Zone 0 North Pool (Meter #020826). On contract 2169, Central Hudson has 2 zone 0 meters: East Texas Plant Dehydration (Meter #010031) which is located on the Carthage lateral and hits the mainline at Station 40 – north pooling area and Agua Dulce (Meter #011306) which is located near Station 1 – south pooling area. On contract 8397, Central Hudson has 1 zone 0 meter: Warder Coastal Plant Dehy (Meter #012494) which is located near Station 1 – south pooling area. For additional information on this new pool meter, please contact your Tennessee representative. |

The reconciliations for both periods were recalculated and the adjustments will be included in the May 2009 invoice. |

ESCO's may negotiate between themselves to trade imbalance volumes to improve the pool's imbalance position. Trading is available until the end of the day Tuesday, April 28, 2009 and can be found in GTS under Imbalance Trading. |

A new link on the GTS hompage, 'Forgot your Password?', will allow users to request a password reset. Function will send user an email with a new temporary password.
